The N4 is the major east-west route through Dublin. In the city centre, it follows opposite sides of the River Liffey. Between the M50 ring road and the centre, it is dual carriageway, but with no grade separations. It experiences heavy traffic.

A separate proposal would grade-separate the busy junction with Kennelsfort Rd in the centre of Palmerstown. This one would provide the overpass for the N4's junction with Con Colbert Road to the east. This junction would be far easier to build as there is plenty of vacant land for it. With no need for the Memorial Road connection to the N4 (as traffic can divert west and use the new junction), this could be made into a dead end.

The biggest issue that this project would face is the fact that there is little point in building it unless Kennelsfort was completed, as that is by far the worse bottleneck. And, as pointed out on the latter's page, that one is likely to face significant opposition from local residents that could tie it up for years.
